Expertise:
For
the last 25 years my major interest has been in the general
area of institutional problems and issues of water resources
management. In the middle 1960s I focused on Soviet water
management. During the late 1960s and early 1970s recreational
use of reservoirs (in the United States) and cost sharing
recreational development were my primary foci. During the
middle 1970s I concentrated on flood hazard mitigation.
This interest was stimulated by my 14 month experience with
the United StatesResources Council where I served as the
chair of an interagency task force that was assigned to
produce a unified national approach in flood plain management.
From the late 1970s to the present, I have divided my efforts
between water management issues in the Columbia Basin and
comparative approaches to river basin management, the latter
interest being stimulated by a Fulbright research fellowship
in the Federal Republic of Germany. In the future I anticipate
devoting some efforts to international aspects of United
States Canadian management of the Columbia River.
